By Sani Mbofana

HARARE — The chamber fell silent today as Harare Mayor Councillor Jacob Mafume led the Full Council in honouring three Budiriro residents whose lives were lost during sewer repair works last week.

The City of Harare Water Department’s Sewer Division had been undertaking emergency repairs on a main sewer pipe in the suburb when the incident occurred.

The mayor and council also observed a minute of silence for the 7 children who perished in a road accident in Gweru yesterday.

In his report to Council, Mayor Mafume expressed the City’s deepest condolences and sorrow.

“We extend our heartfelt sympathy to the families, to Budiriro, and to all Hararians affected by this tragedy,” Mayor Mafume said. “On behalf of Council and the City, we mourn with you. Three lives are too many, and we share in your grief.”

The Mayor then requested Council to observe a moment of silence in memory of the three residents. Councillors, officials, and members of the public stood together in quiet reflection, united in remembrance.

Through his report to Council, Mayor Mafume also provided an update on support to the bereaved families. He advised that the City had already engaged directly with the families, conveyed its support, and arranged funeral and related assistance through Harare Municipal Medical Aid and Funeral Services where required. Most of this support has since been provided.

“We cannot undo what has happened,” Mayor Mafume said. “But we can honour their memory by reaffirming our commitment to safety in all City works. Every project we undertake must be carried out with the greatest care and respect for life.”

He assured Council and residents that the City will continue engaging with the affected families and will conduct a thorough review of safety procedures for all water and sewer excavations. The Water Department’s Sewer Division will strengthen measures on trench safety, worker training, and public protection to prevent future incidents.

“This moment reminds us that behind every service we deliver are the lives of our people,” the Mayor said. “Our responsibility is to ensure that every trench dug, every pipe repaired, is done safely so that every Hararian returns home.”

As Council resumed its business, the spirit of unity and shared responsibility remained. Mayor Mafume’s report reflected the City’s commitment to compassion, responsibility, and continuous improvement in service delivery.

To the families in Budiriro, the City stands with you in this difficult time.

May the souls of the departed rest in peace, and may their memory inspire safer, more careful work for all Harare.

Medicare Supplement Plans for Seniors

Medicare Supplement Plans: What Seniors Should Know

Original Medicare helps pay for healthcare, but it does not cover everything. Medicare supplement plans, also called Medigap plans, help pay some out-of-pocket costs such as deductibles, copayments, and coinsurance.

Many seniors compare Medicare supplement plans to reduce surprise medical bills and create more predictable healthcare costs.

How Medigap Works

Medigap plans work with Original Medicare. They are sold by private insurance companies and help cover gaps in Medicare coverage.

These plans are different from Medicare Advantage plans. Medicare Advantage is an alternative way to receive Medicare benefits, while Medigap supplements Original Medicare.

Choosing a Plan

When comparing plans, seniors should consider premiums, doctors, prescriptions, travel coverage, and expected medical needs.

Conclusion

Medicare supplement plans can help seniors manage healthcare costs. Before choosing a plan, compare coverage, pricing, and provider access.

Medicare Supplement Plans: How Medigap Works

rnrn

Medicare Supplement Insurance, also called Medigap, helps pay certain out-of-pocket costs left by Original Medicare.

rnrn

For many people, Medigap is appealing because it can make health care costs more predictable.

rnrn

Medicare says Medigap is extra insurance sold by private companies to help pay your share of costs in Original Medicare, such as copayments, coinsurance, and deductibles.

rnrn

Who Can Buy a Medigap Policy?

rnrn

Generally, you need Original Medicare Part A and Part B to buy a Medigap policy.

rnrn

Medigap works with Original Medicare. It is not the same as Medicare Advantage.

rnrn

This matters because you generally cannot use Medigap to pay Medicare Advantage plan costs.

rnrn

What Does Medigap Cover?

rnrn

Medigap policies may help with costs such as:

rnrn

Part A coinsurance
rnPart B coinsurance or copayments
rnBlood costs
rnSkilled nursing facility coinsurance
rnPart A deductible
rnForeign travel emergency coverage, depending on plan
rnOut-of-pocket gaps in Original Medicare

rnrn

Coverage depends on the specific plan letter.

rnrn

Medicare provides a comparison chart showing what different Medigap plan letters cover.

rnrn

Medigap Plan Letters

rnrn

Medigap plans are standardized by letter in most states.

rnrn

Common plan letters include:

rnrn

Plan A
rnPlan B
rnPlan D
rnPlan G
rnPlan K
rnPlan L
rnPlan M
rnPlan N

rnrn

The benefits for a plan letter are standardized, but prices can differ by insurance company.

rnrn

For example, Plan G benefits are generally the same standard benefits regardless of company, but premium pricing and service may vary.

rnrn

Medigap vs. Medicare Advantage

rnrn

This is a major decision.

rnrn

Medigap Works With Original Medicare

rnrn

You keep Original Medicare and add Medigap to help with out-of-pocket costs. You may also buy a separate Part D plan for prescriptions.

rnrn

Medicare Advantage Replaces How You Receive Medicare Benefits

rnrn

Medicare Advantage plans are private plans that provide Part A and Part B benefits as an alternative to Original Medicare.

rnrn

The choice affects doctor access, network rules, drug coverage, monthly premiums, and out-of-pocket costs.

rnrn

When Is the Best Time to Buy Medigap?

rnrn

Medicare says your federal Medigap Open Enrollment Period lasts 6 months and starts the first month you have Medicare Part B and are 65 or older. During this period, you have important rights when buying Medigap.

rnrn

If you apply later, medical underwriting may apply in many situations, depending on your state and circumstances.

rnrn

Medigap Pros

rnrn

Potential advantages include:

rnrn

Predictable out-of-pocket costs
rnWorks with Original Medicare
rnNo Medicare Advantage network rules
rnHelpful for frequent travelers
rnStandardized benefits
rnCan reduce surprise medical bills

rnrn

Medigap Cons

rnrn

Potential disadvantages include:

rnrn

Monthly premium
rnUsually requires separate Part D drug plan
rnDoes not usually include dental, vision, or hearing extras
rnPricing can increase over time
rnMay be harder to buy later depending on rules

rnrn

How to Compare Medigap Plans

rnrn

Compare:

rnrn

Plan letter benefits
rnMonthly premium
rnRate increase history
rnCompany reputation
rnHousehold discounts
rnEnrollment timing
rnCustomer service
rnAvailability in your state
rnWhether you need Part D separately

rnrn

Do not choose only by brand name. Since benefits are standardized by plan letter, price and service matter.

rnrn

Who May Like Medigap?

rnrn

Medigap may be a strong fit for people who:

rnrn

Want provider flexibility
rnTravel often
rnPrefer Original Medicare
rnWant predictable costs
rnSee specialists frequently
rnDo not want network restrictions
rnCan afford a monthly premium

rnrn

Final Thoughts

rnrn

Medicare Supplement plans can help reduce the financial gaps in Original Medicare.

rnrn

If you want flexibility, predictable cost-sharing, and fewer network concerns, Medigap may be worth comparing. But timing matters, and premiums vary.

rnrn

Before buying, compare plan letters, prices, Part D needs, and long-term affordability.
