In 2025, he reportedly acquired 10 Toyota Land Cruiser VXR vehicles for ZANU PF provincial chairpersons, with each chairperson also due to receive US$100,000 in cash. The donations were publicly associated with President Emmerson Mnangagwa and his political agenda. 

His political gifting has continued into 2026. Chivayo has faced criticism over luxury vehicles and cash given to legislators who supported Constitutional Amendment Bill No. 3 (CAB3). Reports indicate that some MPs received vehicles and cash after publicly backing the proposed constitutional changes, prompting allegations that the gifts could undermine the integrity of the legislative process
