Mnangagwa welcomes Gen (Rtd) Sibanda to ZANU PF Politburo

THE President and First Secretary of ZANU PF, Dr Emmerson Mnangagwa, this Wednesday led Politburo members in formally welcoming General (Rtd) Philip Valerio Sibanda to the important structure of the ruling party, following his recent appointment.

Opening the 393rd Ordinary Session of the Politburo, President Mnangagwa extended a special welcome to the former Zimbabwe Defence Forces Commander, recognising his liberation war credentials and long service to the nation.

“I warmly welcome you to this 393rd Ordinary Session of the Politburo. I recognise and welcome in a special way, Retired General, Cde Philip Valerio Sibanda, who was known during the struggle as ‘Cde Ananias Gwenzi’. In appointing him to this important structure of our colossal revolutionary mass Party, I am confident that his broad experience will help advance the ongoing work towards the growth and development of our Party.”

The President also underscored the importance of cultural respect, national cohesion and unity, stressing that Zimbabwe’s development must be anchored on shared values and identity.

“Under ZANU PF, our national values, cultural norms and rich knowledge systems continue to anchor the ongoing development, modernisation and industrialisation agenda. In this regard, this session takes place as we conclude our Cultural Month commemorations. The period saw us celebrate our way of life as an independent African people.

“Through various events across provinces, our diverse rich cultures were shared and transmitted to our people, particularly the youth. Party departments, educational institutions, ICTs and media platforms must sustain and continually harness the spirit behind these month-long celebrations for the good of our motherland, Zimbabwe.

“On our part as national leaders, I exhort us to always re-affirm the position that cultural diversity is a source of unity, social cohesion, and sustainable development. It should never be a basis for division, conflict or discord. There is no culture which is superior than the other. All cultures must be respected.”

President Mnangagwa urged citizens to embrace and celebrate development projects wherever they are located, saying national progress must be viewed as collective achievement.

“I want to encourage our citizens to always recognise and celebrate projects or investments undertaken in any part of the country, as these benefits all of us as a nation. Development is a journey; community by community, sector by sector we shall continue building our country, as a united people, step by step, brick by brick and stone upon stone.

Investments in our country, no matter where they occur should be a rallying factor and never manipulated to sow seeds of divisions.”

He also further called for accelerated adoption of technology and Artificial Intelligence in Party operations, alongside strengthened policy implementation and organisational discipline.

“As we approach the half year mark, and our next quarterly Constitutional meetings, scheduled for next month, Chairpersons of Standing Committees of the Central Committee are called upon to adequately prepare the requisite reports. The Committees remain critical centres of innovative policy generation, monitoring and oversight.

“To better serve the Central Committee, the Politburo as an executive committee of the Central Committee is urged to always serve with revolutionary vigilance ideological clarity, integrity and servant leadership. It is my expectation that Departmental Heads will scale up the rate of implementation of agreed policies and strategies, as we grow our membership as well as professionalise and modernise Party work.

“In doing so, let us embrace digital technologies, particularly Artificial Intelligence, in Party operations, guided of course, by our agreed communication guidelines and the overarching National Artificial Intelligence Strategy.”

DUI Penalties: What a Conviction Can Mean

rnrn

A DUI conviction can affect far more than one night of bad judgment.

rnrn

Depending on the state and facts, DUI penalties may include fines, court costs, license suspension, probation, jail, ignition interlock, alcohol education classes, community service, and higher insurance rates.

rnrn

The exact penalties depend on local law, prior record, blood alcohol level, accident involvement, injuries, refusal, and whether children were in the vehicle.

rnrn

Criminal Penalties

rnrn

Criminal DUI penalties may include:

rnrn

Jail time
rnProbation
rnFines
rnCourt costs
rnCommunity service
rnAlcohol treatment
rnVictim impact panel
rnSupervised release
rnCriminal record

rnrn

A first offense may be treated differently from a second or third offense, but even a first offense can be serious.

rnrn

License Suspension

rnrn

A DUI can trigger license consequences through the court, the motor vehicle agency, or both.

rnrn

License issues may involve:

rnrn

Administrative suspension
rnCourt-ordered suspension
rnRestricted license
rnHardship license
rnIgnition interlock requirement
rnReinstatement fees
rnProof of insurance
rnDriving test or requirements

rnrn

Deadlines matter. You may need to request a hearing quickly after arrest.

rnrn

Ignition Interlock Device

rnrn

An ignition interlock device is installed in a vehicle and requires a breath sample before the vehicle starts. NHTSA explains that interlocks are often used as a condition of probation or license reinstatement for DWI offenders.

rnrn

Costs may include:

rnrn

Installation fee
rnMonthly monitoring fee
rnCalibration fee
rnRemoval fee
rnViolation fees

rnrn

Rules vary by state.

rnrn

DUI and Car Insurance

rnrn

A DUI may cause insurance premiums to rise significantly. Some drivers may be required to file proof of financial responsibility, often called SR-22 or FR-44 depending on the state.

rnrn

Insurance consequences may last for years.

rnrn

Employment Consequences

rnrn

A DUI can affect employment, especially for people who:

rnrn

Drive for work
rnHold a commercial driver’s license
rnWork in public safety
rnHold a professional license

rnCommercial drivers
rnLawyers
rnReal estate professionals
rnFinancial professionals

rnrn

Reporting requirements depend on the profession and licensing board.

rnrn

Immigration Consequences

rnrn

For noncitizens, criminal charges can create immigration concerns. A DUI may become more serious if it involves drugs, injury, child endangerment, repeat offenses, or other aggravating factors.

rnrn

Noncitizens should speak with both a criminal defense lawyer and an immigration attorney before accepting any plea.

rnrn

Repeat DUI Penalties

rnrn

Repeat DUI charges usually carry harsher consequences.

rnrn

Possible enhanced penalties may include:

rnrn

Longer license suspension
rnMandatory jail
rnHigher fines
rnLonger probation
rnFelony charges
rnVehicle restrictions
rnIgnition interlock
rnTreatment requirements

rnrn

State laws differ, and prior convictions may count differently depending on timing.

rnrn

Final Thoughts

rnrn

DUI penalties can affect your freedom, license, money, job, insurance, and future.

rnrn

A DUI lawyer can help explain what penalties apply in your state, what deadlines matter, and whether the evidence can be challenged.

rnrn

Do not treat a DUI as just a traffic ticket. It is a criminal charge with real consequences.
