30 October 2026
Keynote Address By The Minister of State for Provincial Affairs and Devolution, Midlands Honourable Owen Ncube (MP) On the Occasion of Burial of Cde Tichafa Victor Hwacha
Venue: Hwacha Homestead, Chironde Resettlement, Shurugwi
✅It is with a deep sense of sorrow and grief that I address you as we lay to rest a highly rated, fearless, dependable, loyal, disciplined and patriotic intelligence practitioner of repute with impeccable commitment to National Security, Cde Tichafa Victor Hwacha, who passed on at West End Hospital in Harare on 25 October 2026 after a long illness. The entire nation, and indeed the Midlands Province in particular, will long remember the late Deputy Director (Retired) Cde Hwacha as part of a valiant generation that took up arms and courageously and selflessly confronted and dislodged discrimination and injustices perpetrated by the racist white colonial regime against the black majority who had been relegated to second-class citizens in their land of birth. On behalf of the Midlands Community, which includes the Ruling Party, ZANU PF, and War Veterans, and indeed on my own behalf, I wish to express my sincere condolences to the Hwacha family on the untimely departure of their beloved father and mentor, who had a well-regarded 38 years of service in the President's Department. I personally worked closely with him and bear witness to his humility and diligence. May you take comfort from the knowledge that your loss is felt and shared by us all, as we collectively enjoy the fruits of independence and freedom he fought for and brought forth.
✅Ladies and Gentlemen, the Midlands Province appreciates the conferment of Liberation War Hero status by His Excellency, the President of the Republic of Zimbabwe, Cde Dr E. D. Mnangagwa, to Cde Tichafa Victor Hwacha in recognition of his immense contribution to the independence and freedom of our motherland Zimbabwe through consistent service, purposeful stewardship and loyalty to the ideals of the liberation struggle and our leadership. These attributes align with the Head of State and Government, Commander-in-Chief of the Zimbabwe Defence Forces and COMESA Chairman, His Excellency, the President of the Republic of Zimbabwe, Cde Dr E. D. Mnangagwa's mantra: Nyika inovakwa, igotongwa nevene vayo. Equally, with reference to National Security, Nyika inochengetedzwa nekudzivirirwa nevene vayo.
✅Ladies and Gentlemen, Cde Hwacha was born on 28 March 1962 in Zvishavane, Midlands Province, being the second-born in a family of twelve (12). He attended Siboza Primary School from 1969 to 1976 up to Grade 7. In 1977, Cde Hwacha enrolled at Tegwani High School in Plumtree, Matabeleland South Province. Inspired by the Heroes of the 1st Chimurenga, who included Mbuya Nehanda, who foretold her bones would rise, "Mapfupa angu achamuka," and General Mtshane Khumalo of the famous Pupu Battle, in 1978, Cde Hwacha, like many other politically conscious youths disenchanted by the then racist Rhodesian regime, abandoned his secondary education, crossed the Mozambican border and joined the Armed Liberation Struggle under ZANLA.
✅The late Cde Hwacha's first place of encampment was Tete up to 1979. Later that year, he relocated to Doroi Base 8, where he joined the Political Commissariat Department as a Political Instructor 1. In late 1979, Cde Hwacha transferred to Doroi Base 12 and was later appointed Aide-de-Camp to Cde George Rutanhire, the then ZANLA Director of Politics. He returned to Zimbabwe during the ceasefire period in late 1979 and was deployed at Dzapasi Assembly Point with other fellow ZANLA combatants. His Chimurenga name was Cde Leonard Marugu.
✅Fellow mourners, despite Cde Hwacha's illustrious career, you may never have come across his name being celebrated in public spaces for a reason, as it is the nature of intelligence work that the best service is silent service. Successes are never celebrated in public, and the sacrifices are rarely seen. But today is a rare occasion where we are breaking with protocol to publicly acknowledge Cde Hwacha's indelible professional footprints that span across geographical boundaries and the organization's branch divide.
✅The Midlands Province commends His Excellency, the President of the Republic of Zimbabwe, Cde Dr E. D. Mnangagwa, himself a decorated freedom fighter, the architect and godfather of intelligence, having trained in civil and military intelligence in Heliopolis in Egypt and Nanjing Military Academy in the People's Republic of China, for defending and upholding the ethos of the War of Liberation, demonstrated by the implementation of the Devolution and Decentralization agenda that empowers local communities,
robust infrastructure development and private sector-led investments in mining, agriculture, manufacturing, construction, retail and tourism sectors that anchor our GDP. Accordingly, the Midlands Province commends Presidential assent to Constitution Amendment Number 3 Act, which guarantees political stability, policy consistency and investment inflows in alignment with Vision 2030, Africa Agenda 2063, SADC and COMESA Regional Economic Integration Protocols that include the recent Russia-Africa Summit, among others.
✅Cde Leonard Marugu was active in both the Ruling Party, ZANU PF, and War Veterans Association until his untimely departure. He is survived by his wife, Phtutshedza Hwacha, 3 children and 6 grandchildren.
✅To Cde Leonard Marugu, today the Midlands Province salutes you as we take great lessons from your commitment towards unity, development and peace.
✅You fought a good fight, kept the faith and finished the race.
Cde Tichafa Victor Hwacha
Go well, Son of the Soil.
I Thank You!

Student Loan Refinancing: Smart Financial Strategies for Graduates
Student loan debt continues to affect millions of graduates worldwide, making refinancing an attractive option for borrowers seeking better repayment terms. Student loan refinancing combines existing loans into a single new loan with updated interest rates and repayment conditions. Many borrowers refinance to reduce monthly payments, simplify debt management, and lower overall interest costs.
rnrn
Private lenders often offer competitive refinancing rates to borrowers with strong credit histories and stable income. Some lenders also provide flexible repayment schedules, autopay discounts, and personalized loan terms designed to support long-term financial planning. Graduates working in high-income professions may qualify for lower interest rates that significantly reduce repayment costs.
rnrn
Borrowers should carefully consider the differences between federal and private student loans before refinancing. Federal loans often include valuable benefits such as income-driven repayment plans, deferment options, and loan forgiveness programs. Refinancing federal loans into private loans may eliminate access to these protections permanently.

Financial advisors recommend comparing multiple lenders, reviewing loan conditions carefully, and understanding long-term repayment obligations before refinancing student loans. Responsible debt management and consistent payments can improve financial health while reducing financial stress for graduates and working professionals.
